First, players take 2 cards, one of which is discarded, and the second can be sold or put into the development of the country, increasing income, strengthening military affairs, improving agriculture, etc. The more cards from a particular category are collected, the lower their cost, which means it is easier to buy the ones you need. This happens until the last phase ends, after which the scoring begins. The one who scored the highest number becomes the clear winner.
