On September 28, a press conference was held at the press center of the Izvestia Information Center on the topic “Review of Russian and foreign experience in the field of data management”. The event was attended by Deputy Minister of Digital Development, Communications and Mass Media of Russia Oleg Kachanov, Director of the Competence Center for Global IT Cooperation Vadim Glushchenko, Director General of the Institute for Internet Research Karen Kazaryan, Chairman of the Board of Directors of the export electronic trading platform GlobalRusTrade.com Anna Nesterova and Scientific Director Master's program MGIMO "Artificial Intelligence" Anna Abramova.



Oleg Kachanov in his opening remarks noted that the experience of foreign countries in the development of policy and legislation in the field of data management is in great demand. Special attention should be paid to cross-border data transmission and digital data interoperability. The main customer is the business, therefore, it is necessary to clarify the measures of antimonopoly regulation. The data protection mechanism can be supplemented by the creation of an institution of intermediaries and a controller over them.

Vadim Glushchenko and Karen Ghazaryan presented the study “Improving Data Exchange Models. Stimulating the exchange of data between the public sector and key market participants ”, namely an overview of international experience in the field of data management and the main directions of data circulation: G2B, B2G, B2B.

Anna Nesterova spoke about the importance of access to open data for business and possible risks. In her speech, the speaker compared the data with uranium: some see radioactivity in it, others - the hidden possibilities of an inexhaustible source of energy. The Russian export marketplace, whose main goal is to promote national goods and services within the country and abroad, collects data on sellers and buyers. Based on the information received, hypotheses are built about the convenience of the site, the need to introduce new functional blocks, in order, among other things, to free people from routine work.

Anna Nesterova noted that in the process of competition between various marketplaces, it is necessary to maintain a balance between commercial interests and social responsibility to protect users' personal data in order not to violate the human right to privacy. It is also important for Russian players to maintain a level playing field with foreign companies, which are obliged to comply with the requirements of Russian legislation when operating in the domestic market. At the same time, of course, when building a data management system, one should carefully consider foreign experience, especially those rules that are clear to business. For example, it is very important to define uniform approaches to anonymize data so that they cannot be personalized using other sources.
