Experts discussed options for integration of the ETPs of the EEA countries into a single system
On April 19, at the site of the Eurasian Economic Commission (ECE), a meeting on the development of exports using electronic commerce in the B2B segment was held. The event was held in the format of a videoconference with the participation of electronic trading platforms (ETP) of the member states of the Eurasian Economic Union (EEA) and interested organizations. The meeting was attended by Chairman of the Board of Directors of Global Rus Trade Anna Nesterova.
The B2B sector was represented by electronic platforms for corporate purchases and marketplaces - services with catalogs of goods and services. The meeting was also attended by the Director of the Department of Trade Policy of the ECE Anton Kudasov, Head of Analytical Support for Trade Negotiations and Interaction with the Business Community of the Department of Trade Policy of the ECE Mikhail Myskin, Chairman of the EAEC Business Council Committee on the Digital Agenda Vladimir Basko, Technology Director of the AETP Savva Belonogov, President Armenian Marketing Association Aram Navasardyan, Yandex.Market Business Development Director Yevgeny Shchepelin and others.
Anton Kudasov noted that e-commerce is growing at a tremendous pace: according to the commission's calculations, more than 120 electronic B2B-sites operate in the EAEC area. However, the Member States do not have a common export policy, which makes it difficult to develop e-commerce, which is an important component of the export infrastructure.
Anna Nesterova said that at the April 16-20 UNCTAD Conference "E-commerce Week" speakers spoke about the need to create an e-commerce ecosystem and establish strong ties between the participants. Among the possible options for the integration of ETPs of the EEA member states are the placement of cross-references to partner sites, the development of common standards for the collection and storage of data for exchange between platforms, the creation of a single cloud data warehouse, through which the search will be carried out.
In the opinion of Stanislav Nikonov, the head of ETP of Gazprombank, it is necessary to create a unified information system that will provide access to various services in the future - to a single catalog of goods and services of the EAEC. At the same time, it is necessary to work out common requirements for connecting the ETP to this system.
Zoodel CEO Sardor Mukhamedaliev and Qoovee President Turat Bulembayev proposed to make the information portal as a center for accepting applications for goods and services, their offers from suppliers, with criteria for connecting to this portal. Muhamedaliev also noted the importance of implementing social projects to train and promote e-commerce.
Narek Alexanyan from the Business Armenia Foundation agreed that all member states of the EAEC are interested in the development of B2B trade, which requires a separate B2B-contact area with uniform rules of the game. It is more effective to enter the markets of third countries with a united front, he believes.
Head of the Department of Information Resources of SE "CSI" Eugene Yakushkin noted that, despite the difficulties, there are already examples of the international integration of ETP. When integrating the EAPS platforms, it is necessary to rely on unified world standards. At the same time, Antonina Levashenko, head of the OECD Center for Competencies and Analysis of Standards of the Russian Academy of Science and Technology, proposed using OECD standards, including in the area of limiting the responsibility of ETPs, cross-border transfer of personal data and their storage.
Following the meeting, the participants agreed to form a group of experts to work out a unified approach on the development and unification of electronic export trade in the EEA area.
