Anna Nesterova held a round table on electronic commerce
On October 12, a specialized business forum of the countries participating in the Conference on Interaction and Confidence-Building Measures in Asia (CICA) "Problems and solutions for the export of consumer goods to the markets of CICA countries by small and medium-sized enterprises" was held in Business Russia. Within the framework of the forum, with the support of Global Rus Trade, a roundtable "Digital Economy and Electronic Commerce" was held, dedicated to the current trends in the development of electronic commerce in the CICA space.
Natalia Strigunova, Deputy Director of the Asia-Africa and Latin America Department of the Ministry of Economic Development and Trade of the Russian Federation, ZTE Device Group General Director Alexander Tsai, Managing Partner of the Association of Electronic Trading Venues (AETP) Natalia Popova, Fair of Masters "Denis Kochergin, Adviser of the Department for Access to Foreign Markets and Settlement of Trade Disputes of the ECE Trade Policy Department Alexander Moiseev. The moderator of the roundtable was Anna Nesterova, a member of the Presidium of the General Council of Business Russia, chairman of the board of directors of Global Rus Trade, the Russian platform for cross-border e-commerce.
Anna Nesterova noted that using e-commerce tools to promote exports and incorporate national industries into global value chains becomes an integral part of building a digital economy. Therefore, it is necessary to create a national ETP network, where each site will have its own advantages and specialization.
She pointed to the barriers to the development of e-commerce, in particular, the lack of business and population confidence in digital tools. Therefore, systematic work is needed to promote e-commerce as an industry and national ETPs as subjects of the industry in the country and abroad, stressed Anna Nesterova.
The managing partner of the Fair of Masters Denis Kochergin spoke about the practical barriers faced by the electronic C2C platform, classifying them on two grounds. Export logistics, tax regulation and customs restrictions of some countries, he identified as economic barriers, and the licensing of art products and restrictions on postal items - as bureaucratic. Denis Kochergin noted that to diversify the economy, it is necessary to move from specialization in heavy industry and extraction of resources to more customized single products, as well as create national sites that meet the specifics of the market.
Natalia Popova, Head of the External Economic Relations Department, AETP, stressed that it is important to develop digital business models in the global trend of the digital economy that would be able to unite the export potential of a large sample of SMEs at national sites. Among the main barriers to the development of e-commerce Natalia Popova called the lack of procedures for recognizing a legal transaction in the digital space and language barriers. Natalia Popova also noted the importance of creating discussion platforms, which will contribute to the harmonization of e-commerce standards in the global market.
Deputy Director of the Department of Asia, Africa and Latin America, Ministry of Economic Development Natalia Strigunova noted that the digital agenda is very in demand at international venues. For example, within the framework of the APEC forum, active work has been carried out for this area for a long time, a number of projects and initiatives are being implemented, in which the Russian side is actively involved. In the Russia-ASEAN Dialogue Partnership, the development of electronic commerce is a division of the work program, in which joint work is carried out with partners. In BRICS, the Russian initiative is discussing the issues of electronic commerce in the framework of the expert dialogue, the first meeting of which was held in 2015 within the framework of the Russian chairmanship in the BRICS. The existing experience in the promotion of initiatives and projects in the field of the digital agenda can also be used within the framework of the CICA Business Council, when developing a plan for its forthcoming work.
Antonina Levashenko, Head of the Center for Competencies and Analysis of OECD Standards of the Russian Academy of Science and Technology, noted that according to the best international practice identified by the OECD and the standards of this international organization, electronic commerce can develop only in the conditions of trust of agents, which is built on public dialogue and definition of key concepts. After analyzing OECD e-commerce development standards, Antonina Levashenko listed several recommendations for Russia. First, it is necessary to increase confidence in e-commerce through the introduction of mechanisms for protecting consumer rights in e-commerce, establishing the legal status of market participants in accordance with international standards, taking into account the cross-border nature of the market. Secondly, to eliminate regulatory barriers to the development of cross-border e-commerce, in particular, in tax, currency and other types of control. Thirdly, to develop tools for informational support of electronic commerce, popularization of digital tools for promotion of sales (electronic platforms) with the help of institutions supporting business development and exports in Russia.
The advisor to the department for access to foreign markets and the settlement of trade disputes of the ECE Trade Policy Department, Alexander Moiseyev, pointed to the need to develop national platforms with subsequent integration in the EEA. To effectively develop national e-commerce tools, it is necessary, at the request of business, to create working groups for the development of common standards.
